Municipalities Even at a local level, the constitution enables municipalities to benefit from the program. For example, many businesses in particular municipalities will benefit from this program. In most cases—this will benefit the municipalities in the amount of money they bring in.
Counties The constitution gives counties an opportunity to allocate money to the municipalities, but also receive funds from the state. The county governments are given the appropriate funds to distribute in the ways the see fit. They have more power to decide where money goes for the particular heritage project.
State Of course, the state constitution enables the state to allocate funds to regions according to whatever it may be that they see fit. This is how the program started—through finding ways to make PA a better place. |
