Personal Electric Vehicle Policy

Personal electric vehicles, including electric scooters, hoverboards, electric and motorized skateboards, are governed under this policy to ensure safety and proper use on campus. Electric bicycles are permitted under specific conditions. This policy applies to all students, faculty, staff, and visitors.

This policy does not apply to electric wheelchairs or mobility scooters designed for individuals with mobility-related disabilities as approved by Disability Services in the Center for Academic Success (570-372-4412) for students or by Human Resources (570- 372-4024) for employees.

This policy does not apply to electric vehicles approved for over the road travel (i.e. electric cars).

Definitions/Glossary

  • Personal Electric Vehicles (PEVs): This category includes electric or motorized scooters, skateboards, hoverboards, unicycles, and other motorized micro-mobility vehicles.
  • Electric Bicycle: A bicycle with an integrated electric motor to assist propulsion.

Reason(s) for the Policy

To ensure the safety of the university community by regulating the use, storage, parking, and charging of personal electric vehicles on campus. This policy aims to prevent accidents, injuries, and property damage.

1. Conditions of Use

Personal electric vehicles, such as scooters, hoverboards, and electric skateboards, are prohibited from being operated, stored, parked, or charged on campus. This includes all grounds, sidewalks, roadways, and athletic facilities, as well as personal electric vehicles stored within an automobile on campus.

Electric bicycles are permitted on campus roadways but not on pathways and sidewalks, provided users follow all traffic regulations (see SU Motor Vehicle Traffic and Parking Policy).

Electric bicycles are not permitted to be charged on campus. Electric bicycles are not permitted in any building on campus.

2. Enforcement & Impoundment

Campus Safety will impound any unapproved PEVs found on campus. Campus Safety will impound any electric bicycles found within any university building.

The university is not responsible for damage during impoundment.

Impounded PEVs must be collected by the owner and removed from campus at the end of the semester.

3. Disciplinary Actions

Students in violation may face disciplinary actions according to university processes as outlined in the Student Handbook.

Faculty and staff in violation may face disciplinary actions according to university policies.

Visitors in violation may be subject to university penalties and applicable legal actions.
